On May 14, 2007 the United States Post Office implimented a new postal rate system called "shape based pricing." According to the new rates, letters measuring larger than 6 x 11.5" or thicker than 1/4" will be processed as "flats." Letters weighing over 3.5 ounces will be subject to the rates for flats. Flats thicker than 3/4" will be processed as parcels.
